PACT – Men’s Behaviour Change Support

PACT is a behaviour change service for ethnic men aged 18 and over who have used violence and want to change. The service supports men to take responsibility for their behaviour and work towards safe, respectful relationships with their partners, children, and whānau.

PACT focuses on long-term, sustainable change, not short-term fixes. The work is culturally grounded and shaped by community voice, recognising the realities ethnic men may face, including migration stress, cultural expectations, trauma, and isolation.

Support is tailored to each man and may include:

  • One-on-one support with a trained Navigator
  • Help to understand how violence affects partners, children, and whānau
  • Support to recognise triggers and develop safer ways to manage emotions and conflict
  • Culturally responsive guidance that respects language, faith, and cultural identity
  • Practical support such as interpreters or transport, where needed

Men are supported in a way that is respectful but not collusive. Accountability is central, and women’s and children’s safety is always prioritised. Where appropriate and safe, the service works alongside other family violence services supporting partners and whānau.

PACT has been developed through hui and conversations with ethnic men from a wide range of cultures and ages. Their insights continue to shape how the service grows and responds to community needs.
